On 28 September 2026, marking the International Day for Universal Access to Information, AGE Platform Europe, the European Disability Forum, and the International Federation for Human Rights, submitted a collective complaint against Belgium to the European Committee of Social Rights, with the support of Unia and the Service for Combating Poverty, Precarity and Social Exclusion.

As public and private services increasingly shift to fully digital systems, this complaint urges the Belgian State to better address the inequalities and discrimination faced by vulnerable groups, and to safeguard their fundamental rights.

For many people, everyday online tasks such as buying a train ticket, checking a bank loan, dealing with municipal services or booking a medical appointment are simple. But for an increasing number of people — including some older persons — the rapid digitalisation of essential services can be a barrier, reinforcing the impact of digital inequalities.

In their complaint, the four organisations point out that, in accordance with the European Social Charter, Belgium is bound to guarantee access to all public services, essential private services and social services — through service counters, helplines and postal communication — so that no procedure becomes exclusively digital and therefore universally accessible.

“For several years, older people` organisations across Europe have drawn attention to the impact of digitalisation on access to services and on people’s rights. We welcome the progress brought by digital tools, but they need to work for everyone. To ensure that no one is left behind, we need non-digital ways of accessing services too.”

If successful, this complaint will require authorities to adopt structural measures to end these violations of fundamental rights. It could also set an important precedent for similar cases in Belgium and across the European Union.
